In this chapter, we aim to decipher the datafication technology control “implementation challenge” of leaders from a strong holistic, i.e., configurational theory perspective. In doing so, we use institutional logics as a construction manual to achieve consistency between datafication technology controls and aligning leadership agency. We propose three ideally consistent and idiosyncratic configurations that demonstrate how, according to institutional logic, leaders can master the implementation challenge. Departing from a historiography largely focused on strategic arms and summit diplomacy, the work examines how the modernization of non-nuclear forces formed an integral part of Ronald Reagan's broader Cold War strategy.
